
West Yost completed the District’s 2015 Water Facilities Master Plan. The District anticipates significant future growth, projecting a three-fold increase in demand. To meet the District’s rapid buildout requirements, West Yost is providing on-call hydraulic modeling support with over 30 different projects completed to date.
Our contributions to date include:
- Preparing an operational assessment to identify improvements to enhance performance of a new storage tank
- Performing a planning study to evaluate infrastructure needs for a conjunctive use project
- Conducting a planning study to identify new infrastructure improvements to increase emergency reliability in the Moreno Valley service area
- Performing hydraulic modeling peer reviews for two design projects
- Evaluating infrastructure needs for new development
- Optimizing facilities recommendations from the Water Facilities Master Plan
- Preparing annual updates of the District’s distribution system hydraulic model
- Providing on-call troubleshooting and model support for District staff
Polly and Brenda presented to the Executive Management Team yesterday. They did a fantastic job. As always, very professional, well-spoken and possess an uncanny ability to discuss difficult topics in an easily understandable fashion. The GM was very impressed with the overall summary of the project during the presentation, and work effort that West Yost has put forth over the past 15 months…Overall everyone at the District has been very impressed with Polly, Brenda and the whole team at West Yost who participated on the project.

“I enjoy the challenge of finding solutions for our clients that contribute to their planning for the future. It’s important to provide practical input to inform their decisions and increase efficiency for their systems. Each system and project has different, unique issues, so the work is very engaging.
Every client has different challenges and accomplishments that I have appreciated being a part of. With Eastern Municipal Water District, I have had the opportunity to work with a sophisticated client and complex system that provides endless challenges. It has also resulted in the chance to work collaboratively with several of the other water system modelers at West Yost. The variety of projects has allowed many of our water system modelers the chance to experience working on a complicated well developed model. It has been enjoyable to work with my co-workers and provide guidance on how to navigate the Eastern system. It continues to test our skill levels. More staff have been able to learn from the Eastern water system model than most and it is one of our most complex so it has been a good training module for staff. The District staff appreciates having multiple resources available to work on their water system model as they have several projects needing hydraulic modeling assistance.”

“What excites me about coming to work each day is that I really like working with clients and helping them to develop solutions. I also really like mentoring younger staff. I am excited by learning new things and enjoy that our less experienced staff are too.
The project which was the most complicated and challenging was the 2015 Facilities Master Plan for Eastern Municipal Water District for a 550 sq mile area for which they needed a preliminary CIP in under a year. They had a short time frame, and I am proud that I was able to pull together six teams of expert level water modelers to work on it simultaneously. It was a cool project and the district was really happy with it.”

I’m proud of supporting the City of Tracy with water master planning and hydraulic modeling services for the past ten years starting with the 2012 Citywide Water System Master Plan project, which began in 2009. It’s been rewarding to see how our planning efforts using the City’s water system hydraulic model have successfully guided development in new pressure zones. Our current work on the 2020 Citywide Water System Master Plan Update will help guide the City’s water system improvements for years to come.”
