
West Yost is preparing an update to the City’s Water and Collection System Master Plans. These efforts will provide an evaluation of water system and collection system infrastructure needs. The master plans will support buildout identified in the recently updated Envision Stockton 2040 General Plan with an updated capital improvement plan. After collaborating with the City to confirm project goals, priorities, and strategies, specific tasks include:
Water Master Plan
- Calibration of the City’s updated water system hydraulic model
- An evaluation of recent water use trends
- The development of future water use projections based on planned development
- A hydraulic analysis of the City’s water system to identify needed water system improvements
- The development of a prioritized capital improvement program to implement recommendations
Collection System Master Plan
- The development of a new InfoSWMM hydraulic model of the collection system
- Evaluation of existing collection system flows using City-wide dry weather and wet weather flow monitoring
- The development of future wastewater flow projections based on planned development
- A hydraulic analysis of the collection system to identify needed system improvements
- The development of a prioritized capital improvement program to implement recommendations
The projected wastewater flow development is being collaborated carefully with the water demand projections developed by West Yost as part of the Water Master Plan update to ensure consistent development projections. The water demand projections developed for the Water Master Plan will be used in the City’s 2020 Urban Water Management Plan, and the recommended capital improvement program will be used in the City’s water rate study update. West Yost will train City staff on the update and use of the hydraulic models, and West Yost will provide multi-year technical support for model updates and hydraulic analysis of proposed development projects.

“What I really like is learning about the underbelly utility systems in cities, what makes them tick, and how they run and operate. I can then take that understanding and help cities figure out how to make things run better now and where they are headed for the future. My planning work helps give them direction for planning new growth.
I do both water and sewer planning work and am particularly proud of developing both the water and sewer master plans for Yuba City. Yuba City has potential for tremendous growth, which created opportunities to figure out how to best accommodate that growth. That became an additional new sewer system for the new growth area. It is rewarding that they have come back to us for additional help and projects because they valued our work.”
