SB 231 Stormwater Funding Act Clarifications

Senate Bill Number 231 (SB 231) clarifies that storm drains are sewers for the purposes of Proposition 218. This simple clarification will dramatically change the way Cities, Counties, and Districts can fund their stormwater infrastructure capital costs, operations and maintenance costs, stormwater quality regulatory costs, and the cost of services being provided.
By establishing this clarification, stormwater systems can be funded like sanitary sewer systems have been funded since Proposition 218 was passed in 1996.
