New Requirements

Industry Update

As an emergency measure following the spill at Oroville Dam DWR’s Division of Safety of Dams has directed dam owners to submit Emergency Action Plans (EAPs) based on flood inundation mapping. Deadlines are as follows:

  • Owners of high hazard state jurisdictional dams are required to submit EAPs by January 1, 2019.
  • Owners of significant hazard state jurisdictional dams are required to submit EAPs by January 1,2021.

As part of the EAP, dam operators are required to model the failure of the dam and the resulting flood wave using a two-dimensional model. In addition, dam operators are to review each structure’s original design and building materials, repair history for recurring issues, drainage system, retaining walls, and the geological makeup of its bedrock, among other elements.
