Charles, a WYA Vice President with over 19 years of water industry experience, is a nationally recognized expert in water system and facility planning. Charles' experience includes the preparation of many water master plans and water supply plans, infrastructure facility plans, specialized studies of water use and the effects of water conservation measures on unit demand factors. He has directed the preparation of water master plans for over a dozen WYA clients. He also has extensive expertise in hydraulic modeling of pipelines, pump stations, reservoirs, wells, and pressure regulating and/or sustaining valves.
