Vivian Housen, a WYA Vice President and manager of West Yost's Bay Area offices in Pleasanton and Walnut Creek, is a recognized leader in successful implementation of complex and controversial water and wastewater infrastructure programs. Her established career includes over 20 years of experience in municipal facility planning and design, and program, construction, asset, and utility management. In addition to leading several master planning and pipeline design projects for West Yost, she is currently interim District Manager for the West Bay Sanitary District, where she also provides engineering support services.
